You could try putting the radials inside polyethelene pipe. Use something at the centre to make a junction box and fill this with silicon sealant. Of course you need to block the ends.

Ship board users have noticed a significant improvement in signals when they use radials as against just the "earth plate".

You could also experiment with the depth of the radials. Don't forget that water has a dielectric constant of 80 so the radials may need to be sqrt(80) = 8.9 times shorter than in free space.

I would initially experiement with bare radials to see if there is any benefit and at which depths before outlaying money for materials - just in case it is a waste of time.
