No the shorter antenna will work better at the highter frequencies, from 40 meters to 10 with decent performance, but you did not say what configuration you were using, horizontal, vertical, or just sort of hanging out there. The 75 ft. wire is longer than a 1/4 wave antenna. As for the other bands it is longer than 1/2 on 40 meters and therefore not likely to be resonant on the other bands.
