To scale an usual antenna is quite an easy task: just multiply every dimensions for the ratio of the 2 frequency (if the new frequency is lower than the evrything became bigger and the opposite if the frequency is higher). Regarding the CFA I suppose that you could go on with the same geometrical dimension for a broad frequency range. But to feel more comfortable just doubly every dimension from 80 meter to 160 meter. Concerning the scaling of the matching unit: the concept is to maintain the same reactance of every components when scaling so multiply each capacitor for the frequency ratio ( eg for 80-> 160 meter multiply for 2) Concerning the inductors you should divide for the frequency ratio ( eg for 80-> 160 meter divide by 2). If I'm not wrong the inductance of a toroid is proportional to the square of the turns number so you should decrease the turn number of the square root of the frequency ratio ( eg for 80-> 160 meter divide the turns numbers by 1.41).
