Measuring the EH antenna radiation efficiency should not be difficult. It can be done professionally with traceable results an an EMC OATS facility. A 28 MHz or 50 MHz EH is compared to a calibrated dipole or biconical antenna. The resulting gain difference can be used to calculate the efficiency. Probably cost $300 and give something hang ones hat on.
