Randy - I think you are right and I tried to say something similar in a message posted on 27 Nov. The propagation losses affect the signal strength but they are not part of the antenna's performance because they depend on whatever site the antenna is placed on. Antenna efficiency in my opinion should characterise the amount of power that leaves the antenna's surface - after that it's down to the propagation path. . . Provided the antenna is a self-contained 2-terminal device I think that is a sensible approach. . . . best regards, Alan
