I can't directly answer this question but you see lots of antennas like this.

Have you tried taking a 3/8 wave section and double it back on itself and wind it into a coil, which won't radiate much as it is a folded transmission line, and insert it between tyhe half-wave and the remainder of the antenna?

I think this is the way we used to make 5/8 whips out of tubing. Have a look at the Ringo Ranger on http://www.radioworld.co.uk/cushcraft_ringo_ranger.htm.

It just uses a hair-pin transmission line which is also acceptable.

You could just try slightly more than a 3/8 wave of wire and undo turns until it matches.
