Another book you could try is "Network Analysis and Synthesis" by Franklin Kuo.
This deals with the synthesis problem that you mention; there is a whole class of problems which are lumped together under the heading "realizability theory" for filter design; it is quite easy to imagine a filter transfer function that you can't realize. This also goes for impedance functions.
There are many more recent books on filter design that might also be of use. My earlier point was, if the antenna you wish to model with R L C is connected to the generator by a length of transmission line you may find there is no simple combination of lumped components that will suffice.
