If your impedance vs frequency plot is due to R, L, C, plus transmission line elements, as is most likely the case, then it is unlikely that there exists a simple representation in lumped R L C components. Thus the software you seek probably doesn't exist, in general.

It is possible, however, to represent a fixed length of line as a set of series L and shunt C components, with the total number of sections becoming larger and larger as the approximation improves. If the line is lossy you will need some R and G as well.

This is why wave engineering is unique. Lumped R L and C components are idealised models. In the real world, every component lives somewhere in the triangle of properties with R, L, C as vertices. Thus, for example, what is seen as a 1 Mohm resistor at audio frequency is most probably a capacitor at 100 MHz...etc etc.
